My neighbor bought a new car.

Same with my grandparents. They were poor for most of their life, now they are retired and in their 80s. They have money saved up and nothing to do with it, so lately they have been buying things they don't need.
Public service message: purchases of things they don't need and can't use could be a sign of the onset of dementia. Maybe family members need to be concerned. Usually paying money to scam artists goes with the unnecessary purchases. Eventually the elders will be broke and then others will have to care for them or at least pay their bills.

When I was young and dumb I worked for my friend's dad in his NJ Dodge dealership.
One day a customer from NY came in and wanted some adjustment on price. I forget the details but the request, posed obstinately and repetitively, was due to his expecting to dodge (get it?) the difference in sales tax between the two states.
This went on for a long time.
Finally I said to the mini-caucus on the shop floor, "Everybody stop being stupid. This cheapskate tried to save the 2 percent difference in tax by lying and he got caught. Cease this noise and throw him outa here". Needless to say, I had ZERO authority to issue such an order.

The crowd simply dissolved.
Which Dodge dealer was that?

My grandfather would replace vehicles when the original set of tires were worn out and it needed a new set of tires. He was at the point in his life where his time was getting short... and he had the money to do it.

I'm not going to stop anyone from stimulating the used car market, regardess of the issue.
I am getting to that point in life but I hate spending money on cars.

Know that itch and it usually won . Especially with new cars .

It's amazing how so many on this site know all about their neighbors cars. I have absolutely no idea what problems my neighbors have with their cars, if they get a new one I'll notice but otherwise I don't ask and I don't care.
Sometimes my neighbors ask me about cars. You can't fix stupid... Ha!

That's my point she gave up on a tank just because it had a bad battery.
No-she didn't. Look at the marketed differences between the two. It really bothers you somebody got rid of a vehicle that's has suspension biased towards off road, has a weak motor for it's size, has hard front seats, has a dash board out of the 1970s and gets mediocre gas millage for a vehicle that doesn't do any of this? REALLY?

That may have just been the straw that broke the camel's back. I've had times where I really wanted to get rid of something but it was running well and just easier to keep it and I was just looking for an excuse...any excuse...and a battery would've been more than sufficient.
