If you compare SC and NY, NY has half the fatalities per 100 million vehicle miles driven. Using the link above, in 2007 SC had 2.11 fatalities per 100 million vehicle miles driven, and NY was at 0.97. In absolute terms, yes, NY has ~19 million residents, SC has ~4 million. Either everybody's a better driver in NY (heh, yeah right!) or their vehicles are in better shape.
If it's not the drivers, it might be the vehicles. I've seen some real clunkers around me, vehicles that could barely get going, and doubtful they could stop.
