4WD: They should still assemble the filter in such a way that it doesn't cause concern that way. An unpainted filter covered in surface rust would still do the job perfectly well. But, they don't ship them that way for good reason. Part of marketing something as a quality product is obviously to make it look like a quality product, which includes a proper paint job, and having the filter not looking like it was assembled by Mr. Magoo.

Try that test on louvers like these. There definitely can be louvers that are not opened up far enough. Big difference between what's shown below, and what was shown in 4WD's post above, which is what correctly formed louvers should look like.

 
i just went out and looked at my mobil 1 filter and it has round holes in it. my AC Delco filters have big slots in them. looks like they would really flow well.
