As for the pictures it may be the area. Remember that alot of Japan was torn up, and that the roads were built a long time ago, and no road leads to the castle. If it was destroyed, they might have rebuilt it with more modern ideas other than protecting the castle.
Small cars yes, but no yellow plate, no K. Just remember, there is no real highway system here except tolls, and the roads are incredibly narrow. On my car I have to tuck the mirrors to drive down certain roads.
