Frugal Landlord, you can load them like that but you have to be sure to use firm paper, not the soft supersize rolls some try to use, I think its a good method for 4" paper.
Hunting for paper was fun for me, most others would think it would be a pain in the ***, for them just buy the Frantz elements, to those 30 or so that bought those Motorguards, good luck in the hunt for decent 4 1/2" paper. 
Bought a few Frantz elements in the 80s.we didnt have 1000 sheet that I know of. They got the 1 1/2 inch core with about a 1/8 inch thick core. Motor Guard only made compressed air filters by then.

I dont care about the height of the paper. On the Motor Guard I push the paper down against the bottom and put on the top. I expect to see a deep imprint on the seal and bottom. I get that good imprint by putting the orifice at the inlet. If I had concerns I would put a spacer at the top to push down on the core.
When I was a little younger I sold Gulf Coast filters. In those days they used proven Bounty big roll paper towels. My flat head Ford V8 canister filter uses half a roll of VIVA cloth paper towels. Im thinking since toilet paper no longer fits the toilet paper filters I can cut the towels to fit. The big paper towel filters are proven on diesel engines. I can use few towels in the kitchen. Then mark and cut paper to fit. I use a sharp knife and go around and around the roll. To help cut thru the core I slide a old shovel handle thru. The owner of Gulf Coast filters claime 99 percent at under 1 micron with 22 inches of depth. 4 1/2 inches shouldnt do that well. One guy uses blue shop towels in a Frantz. Its similar to VIVA. Not all VIVA is the same.
