True story. Some English king (17th century) was getting heat from the subjects because of the sharp rise in robberies committed by Bad Guys w/pistols. King decrees that no one may have a gun shorter than 3 feet long to make it impossible to conceal. Anyone care to guess the results?! ONLY THE CRIMINAL ELEMENT HAD PISTOLS!!! Why oh why is it such a leap for an elected official to grasp that criminals don't give a flying [censored] about the law!?!?!?!
