I would assume that "New Formula" means more sawdust, now that lumber is reasonably priced again.

Unfortunately, the word "formula" describes these highly processed foods better than "recipe". If you bake buns at home you will need flour (let's assume normal and not enriched flour), milk, butter, sugar, salt and yeast. The ingredient list on these buns will be vastly different, more like a formula and not a recipe.
