Around here, the Seneca Indians are shipping cigarettes every day tax free to anywhere in the world.

New York was pretty ticked off at them, I'm not sure if they were able to pass any legislation against them.

There are also outfits that are outside the country that will ship tax free cigarettes to you.

I believe that they cannot ship to anyone in the state of NY. I think that the federal government made it illegal to pay for cigarettes with a credit card. They evolved to E-Checks ..

I'm not sure how the purchaser is protected from discovery. They, in the past, sent the first shipment USPS which required a signature. This was allegedly to assure 18 year old status. But at that point, you're on video, signing your name to an electronic pad that ties you to the package where they know the point of origin. I don't think that there's any Federal tax avoidance, just state avoidance ..but at that point, you're 100% tagged as defrauding whatever state you received it in from any such revenues. I just think that they haven't ironed out the bridging between where federal information collection is legally attainable by the states.

Considering that the tax is $25/carton in PA, I'm glad that I don't need to "run the line" anymore.
 
Been quit almost 3 years. No real craving, but such hi handedness as this sort of regulation almost makes me want to light up in protest.

Probably the only thread in history where I agree with Gary line for line.

Illinois has something on their state tax forms about paying tax on unstamped cigarettes. Not sure what that's all about, but always found it strange.

I imagine that if you were buying cigs from another country or whatever, that the whole point would be not paying taxes. I'm sure the average Joe Camel is gonna be like "Yep, better claim those 50 cartons of smokes I got from Thailand."

I used to work with a guy who would get Malaysian cigarettes from his brother-in-law, who was in the military. Not sure how exactly that worked, but the cigs didn't have any US tax stamps on them.
 
Gary, just how do they mail the smokes out? Fedex, UPS and DHL have a voluntary restriction on anything tobacco. The only way to ship out via mail is USPS. If this bill becomes law, it will effectively eliminate all possible forms of LEGAL transport. Hm, some of this is starting to make sense. Guess how this bill came to be? From New York representative. So, great, the rest of us are stuck in the middle of a battle between New York and the indian tribe that will make it worse for the rest of us.

Hmmmmmmmm, maybe it's just my state but I can only order using USPS. The other 3 won't deliver here. That is interesting.

Well, they evolved with the restrictions (my old, "business doesn't change, it reacts). I've used a few Native American sources. Some closed up. At the end of my purchasing, it appeared that I actually went to a central clearing house that managed the whole enterprise. The various sites appeared to have the same toll free number. I had to specify NO SIGNATURE REQUIRED mailing. My paranoia started creeping up ..but I figured that I was small potatoes on the list of those who were ordering larger quantities ..figuring the revenuers would want to target the biggest haul of recovered monies with the least effort expended.
