Clearances, not tolerances.
And realistically, the bearing clearances haven't changed a whole ton within a given engine size and style range. This is because the physics of what makes a journal bearing work are pretty well understood and have been for a long time, and CAFE doesn't change that. The ability to hold a given amount of precision in production hasn't radically changed in 30 years either.
And let nobody doubt-- the thinner oil was mandated first, then the engine was engineered to try to survive around it. But it turns out that you can only hold clearances so tight in production, since most modern engines are already under 0.001" on the main bearings. Rods get more clearance because they distort more under load, but it's still pretty small (under 0.0025" usually).
Which means every engine that had the "recommendation" to use 20 grade oil arrive from thin air when previously that engine called for 30 grade. Well, this is just sheer force of regulatory will forcing you towards sub-optimal viscosity grades.
