How to dissect the filter?

(it will not contaminate filter with metal shavings to give you clear-er-ish idea on filter's condition)

Or a hacksaw

or very strong teef

Also a blade to cut the filter media.

I use a hacksaw to create a thinned area, not cut all the way through.

Then break through with a cold chisel, and run it around.

Stanley knife for the media.
 
The tool from Summit is tops- would never go back to the Dremel/Hacksaw route again. Summit Tool takes about 30 seconds and no mess to open the filter up
 
I've had the Summit filter cutter posted above for a few years-works extremely well and is fast. It's the best value I found and after cutting many filters still works flawlessly. Does a very neat job.
