In my experience, it's the quite the opposite. (I lived in SE Houston for about 5 years.)
Texas law is well and widely known to allow liberal use of deadly force, especially in situations at night and in the prevention of property crimes. For instance, I knew a guy who shot and killed a hoodlum who was attempting to steal his truck. No changes were brought against him, even though the hoodlum was unarmed and not a direct threat to the guy's life. Much of these laws trace back to frontier days, where someone stealing your horse or your equipment (your property!) was effectively stealing your life.
I won't argue the rightness or wrongness of shooting and killing someone in the prevention of a property crime. Yet, if criminals knew they stood a good chance of dieing during the perpetration of a property crime, they'd be a heck of a lot less likely to attempt it.
Criminals know that in Texas, not only do you stand a good chance of getting shot committing a crime, but that Harris County Texas puts more criminals to death each year than the rest of the United States. So, even if you live, it might not be for long.
In my experience, Houston's crime rate was a heck of a lot less than other cities of similar size. I had no qualms about the rough areas of downtown Houston at night (like the area around the University of Houston but maybe not the 4th Ward), while the thought of being in the rough areas of New York city at night give me the chills. The difference? In downtown Houston, the criminals know I just might be packing 17 rounds of hollow point 9mm. And if I am, they know that I've got a permit, I know the law, and the state has certified that I can put those rounds on target. (All conditions of a Texas Concealed Handgun License) In New York City, they know that I'm more than likely unarmed, as guns are only carried by those who don't respect the law.
