They make kits to refurbish the headlights. Use a sealer when done, and they look pretty good. $40.00 and elbow grease for like new is a bargain.

Yeah the problem is the drivers side is aftermarket, the passenger side is OE. BUT, the OE passengers side looks like it's to an older Camry, they made the headlights slightly larger for 2000 & 2001, the 97-01 Camrys are identical mechanically though so I guess it just bolts right on.
 
I like that year esp over the 97-99 models. Updating the front and back made a nice difference. No thin taillights and I like the chrome grille.

This is transportation for a college kid for $2100. The car looks nice for that price/age!

I'll take pics of the nonexistent rust just for you LOL.
 
I looked deeper online at the service records and in August 2006 at 79,000 miles it got new valve guide seals because it smoked on startup in the morning.
