I have often wondered if your Toyota, Nissan, Honda, Kia, Ford, GMC... Etc... Etc was built in Germany and imported to the USA would one of the oil choices listed in the owners manual as an option be oil grades 0w40, 5w40 ?

No. The oil choices in the owner's manual are based on where the vehicle will be sold, not where it was built.

Where it was built is not important. A car sold in the US is customized for the US requirements. It will not be identical to what is sold overseas, even if it is a minor tweaking of the fuel mapping.

with the 2.4 ecotec engines. For operation in Europe the oil grade is synthetic
A3 dexos 2 rated 5w30; 5w40; 0w30 or 0w40 with a 30000km or 1 year OCI. For operation
outside of Europe the oil to be used is a dexos 1 5w30 synthetic with 1 year or 15000km

What are you talking about? There is no 2.4 liter engine available in the current generation Insignia. You are looking at an owners manual for one of the other engines.

Sorry TomYoung. The info about the Insignia was a quote from Benzadmiral. I tried to
edit the quote . Anyway the info about the oil spec was on the opel and Vauxhall Antara
which is the identical model to my 2009 Saturn Vue with the 2.4 ecotec engine.
0w40 is what Mitsubishi Europe calls for in my car.
The US manual calls for 5w30 with 0w30 and 0w40 as an option in extreme cold. 10w30 was only allowed in constant 100F temperatures.
I use 0w40 because it works well in turbocharged gasoline engines of all kinds.
