McCaffrey calls USAF “badly underfunded,” with its manpower falling, modernization programs lagging and aging aircraft. There’s a need for defense capability that can “guarantee a . . . punitive air, sea and cyber-strike using conventional weapons capable of devastating the offensive power of a foreign state—and which can hold at risk their vital national leadership and economic targets,” he says. The general then notes that such airpower capabilities are not possible with the current defense allocation of 4% of GNP.
Yep ..now we apply the "after the fact" reinforcement campaign to seat the fear factor. Notice that these types were silent until now. Never warning at the onset of deficiencies ...only and always when the damage is beyond being reasonably manageable ..always when great sacrifice will be required in terms of $$$ spent.
Same story ..different day/month/year/decade.. bridges, schools, waste water treatment plants, water supplies, fed highway net ..power production ...and lending institutions .... everything a crisis. Everything that's gonna need to have tons of money thrown at it.
I'll open up a new vein.
