Could be a problem with water if the drain went straight down, cannot see the backyard. He should place a drain pan or additional pipe to get the water further away from house at the bottom. Siding needs a refresh though.I have to see a builder that accounts for where the water will flow off of a roof or deck. Poor grading, no flashing no underground drainage. Builders, always about the money.

Speaking of weird downspouts ...

On the way home from the last offroad trip to PA, 81 was closed for an accident so we ended up heading up Pa61 through Shamokin, Centralia , Frackville to get back to 81.

A lot of houses in Mt Carmel PA had their downspouts going over the sidewalk into the road. Take a look at this on google streetview

Man that looks like crap but I guess when the house is below street level, you do what works. I’ve never seen anything like that.

Was someone playing racketball against the side of the house? Looks like 50's aluminum siding.
My Neighbor did that too on this split level Garrison. Vinyl spout running back to front above the garage-under, right side.
Not the prettiest thing but likely very cost effective. Gutters and downspouts are a cheap, garbage design on most houses.

Actually most homes are stick built is cheap garbage slap together junk .

The problem with that arrangement, during a flash freeze, any water within the long downspout will freeze and will continue to collect water until it is frozen solid and splits open. I don't know why they didn't run it straight down and out away from the foundation at that corner. It's obvious they do not have storm sewers.. I personally would atleast extend those out further from the foundation.

I saw that exact same thing done on a house that has a driveway on that side of the house and didn't want the water emptying out on the driveway.

The issue that I see all the time is when the downspout from an upper roof gutter just runs to a lower roof instead of the lower roof gutter. A minor leak in the lower roof will end up being a huge leak.
