I've seen bulging capacitors in power supplies too, but that usually renders them totally dead.
PSU is more possible, I think most motherboard manufacturers went to polymer caps a long while back especially on their higher range boards. But a dead PSU could probably cause this are most memory VRMs still fed by the 3.3 or 5v rail, so if theinor rails are dead everything else may power up but the RAM will appear dead.

I can do most everything on this laptop. Thanks it's just small and cramped. I do like standing at this taller workbench, so some pluses.
Seems like the PSU is all working at the 5-6 volt and 11-12 volt rail, nothing looks amiss, no way to test the 3.3 without further tear down
I had a ddr2 ram stick go belly up in my HP laptop years ago. It was 3am and I had a college term paper due. Then a blue screen with an error message. I thought that the Windows XP getting a virus. Just the ram went bad.
What motherboard is this?
I’ve been building my own computers for friends and family (over 60 computers) and doing maintenance and upgrades on manufactured PCs since 2001, and literally RAM is the only thing I’ve never seen fail yet. Well over 300 sticks total in that sample between new builds and later-in-life upgrades.
Not saying RAM doesn’t fail but it’s certainly not as often as HEMI lifters
All Skylake CPUs should have IGPs and it looks like your motherboard has video outputs for the IGP, so the video card could be removed for further testing.

Really hard to diagnose just going on what you say. It can literally be anything from the power supply, to RAM, to motherboard, to drives, to CPU. I would try removing all cables other than power and the front panel power button, see if you get any POST then. If you have a spare power supply, try that first. High Power power supply's don't instill a lot of confidence. If you got 7 years out of it, you did good. Look at their website. It's literally from the mid 90's https://www.highpowersupply.com/

Well yes since it won't even boot to BIOS not much else I can say.
The red LED RAM light is meaningless?
MB? Could be (and I have had MB's die in the past)
RAM? Could be, I've had RAM go bad but usually some warning
CPU? Could be!
PSU? Maybe, but only 3.3V
I don't think it's drives, because no boot to BIOS.
I don't recognize that PSU brand seems a little sus.
A bad drive can absolutely stop a POST. I'm still leaning towards your power supply. Order a decent 500-600w unit from amazon, it will be here tomorrow and if it doesn't work, then you have the first piece of your next build
