Easiest way is to take the hard drive out and connect it as a Slave on another computer or put it into an External USB drive enclosure and plug it into your computer via USB and recover his data for him.

Once you physically install the drive in another machine or as an external drive, it finds and forces the machine to mount any partition it can find. Then you can repair the partition or whatever else you need.

What if there are viruses or just registry errors?
then he'd better have virus protection. Registry errors aren't typical and are generally caused by disk corruption.

Be careful if your friend doesn't know what he's doing. The wrong steps can bugger up the data beyond recovery. Some malicious code can execute wipes and data destruction if you make the wrong move.
Otherwise, if it's just the routinely messed up OS, mount it as an external or internal slave drive, and as long as the file system fits the host, another system will pick up the data.
I'd passively AV/ASW scan the suspect HDD before pulling anything off of it, though.

Wonder if someone could just boot off of a Linux Live CD like Ubuntu and copy the pictures and files, etc., to an External USB Hard Drive?

Good suggestion, I've used a Knoppix Live CD to recover files from a system that won't boot, worked just fine.
