http://allfoodbusiness.com/health_inspections.php . Most the inspections in my area don;t seem too bad and are mostly just time/temperature holding violations and the like. That assumes worse things arent been caught and aren't reported.

I think if someone is caught doing something blatant like this if they were more often fined and possibly faced at least misdeamanor criminal charges rather than just losing a job that they probably dont care about, then that would put a stop to a lot fo it. Plus the misdameanor record might prevent them from working at another restaurant, assuming theyd check records which msot probably dont.
