Yes, ISTA should do both. But changing TC fluid in F series is major PITA.

I downloaded bimmer geek tools on a virtual machine to see how hard it would be. It seems pretty easy

I use INPA to reset?

What if I want to reset it on Fxx chasis?

Do I need ISTA-D for that?

Yep, helped a friend do a TC fluid change on an F30 335xi. It was kind of a pain. The bolt for the support bracket is probably the most annoying part. FWIW he didn't reset anything with ISTA and the car was fine, but we also did the change around 60k miles before there was any indication of TC oil wear when scanning.
