Another article that educates on why it is so challenging to rent a car without crazy charges

This would illuminate the need to fully read the contract they hand you before walking out at pick-up time. Had that been done, the person may have caught the error and could have had it fixed PRIOR to departing with the car (much more likely to get cooperation at the time of the error). Admittedly, no one wants to spend extra time at the counter, but given the crimes-against-humanity Hertz seems to be laying upon the general public, it's probably worth the extra moment to check these things. Most of that info is typically grouped together on the contract; should be easy to find.
 
I rented one in Boston MA a few years ago to visit Acadia National Park in Maine. The company tried to get me to pay $400 for a bumper scuff that I didn't do. I disputed the charge and won. I don't trust rental car companies very much any longer.

I wonder who really got that fine, it's possible the car was rented out to someone else, or maybe just being transferred to that location by Hertz? Anyway, if rented, there's an overlap where two people have the same car at the sme time, that should have been obvious when processing the fine
 
My Hertz experience at Toronto Pearson was not all that bad. They actually forgot to ding me for a second driver at the front counter but they caught it when I spoke with the folks at the pickup booth. They didn’t raise a stink that I had my own insurance rider. They didn’t have a car of the type I requested but gave me a 275 HP Pacifica which worked out fine. In the end rental cars are over $100/day CDN. It was unlimited mileage and I drove that thing 500 miles as if it was a rented mule. When I brought it back I took it to terminal 1 which was mentioned on the rental form, even though I picked it up at terminal 3. The Hertz guy mentioned I could have taken it back to 3. I got worried he was going to ding me so I told him the paper work said terminal 1 and that I didn’t have mental telepathy. All good. Got my money’s worth IMHO.

Can't recommend National enough. My company has corporate agreements with Hertz and National, for work they insist we use Hertz since they are less expensive. For personal travel, I use our leisure discount code with National. A few bucks a day more but well worth it for piece of mind. I also have the Amex Premium Rental Coverage (thanks to @GON letting me know it's a thing).

The rental experience between Hertz and National are night and day.

YMMV I guess. I have corporate codes with both as well, Presidents Circle with Hertz and Emerald with National and have yet to try National as every Hertz experience has been positive. Both are cheap but Hertz is cheaper for me as well.
 
More than likely the fine assessment was touched by the hands of a human with a very strict expected workload quota.
They looked only at the date and not the time stamp on the photo ticket or the time of rental car pickup.
That Hertz didn't immediately correct this when it was pointed out to them is absurd.
It may be the an employee was driving the car on some company errand when the photo ticket was incurred and there is conveniently no record of this.
