Air purifier filter

I replaced the filter on a Filtrete air purifier with a odor control version. The sticker on the side has an arrow and says install with arrow towards unit. It had a carbon type layer facing out and air from the room passes thru the carbon and then thru the white HEPA portion. Is that a normal thing? Can't find info on the web about the particular filter.

My rabbit air purifier has the filters arranged in this order:

First filter - Carbon filter ( installed inside the machine first)
Second - custom filter ( odor )
Third - HEPA
Fourth - standard filter
Last filter - prefilter
