....just that new cars and anything used newer than 25 years old must meet US emissions and safety standards....
In California the law is that any car model year 1976 or later must have its original emissions systems intact and the car must have biennial smog tests performed so it can be registered for road use. This is true even if the car is registered with a historical plate.

Sure, but I'm talking about at the federal level... that high bar must be passed first... getting the car into the country... what happens afterwards at the state level is a different headache, such as some states that decided (after dealer lobbying) that kei cars are "unsafe"
