A kinder gentler drug cartel?

Gang-on-gang murder can be viewed as a problem correcting itself (they even take care of the bodies). Gangsters don't want to kill outsiders, especially innocent bystanders, as it will draw a lot of police attention.

The police are owned by the cartels. They don't want to kill outsiders because it'll negatively impact the local tourism. Less tourism = less money. Less money = Cartel leaders finding someone to blame and make disappear.

Nothing new here. Outlaws have, for centuries, tried to present a good face to the public. And not all "bad guys' are without a conscience.

Capone provided meals for hungry Chicagoans during the depression, Escobar provided homes for people and helped improve whole towns, Meyer Lansky contributed much to many charitable organizations, Hitler enacted animal welfare laws, and Hussein instituted a system of compulsory free education in his country. After a devastating earthquake in 2011, The Yakuza sent trucks full of food, water, and blankets to Northeast Japan where thousands were missing or dead.
 
Once a lawyer who worked for money launder on retainer told me that the "management" of criminal orgs are very advanced as they have to play at the border between legal and illegal. This apology sounds like something they made to the public as they screw up.

Most large criminal orgs (not the small fly neighborhood wannabe thug) are very careful not to cause collateral damages to outside of their "businesses".

This "turning over their own guys" happens quite a bit and sometimes they would turn in a "volunteer" if nobody knows who did it. The volunteer's family would be well taken care of as a compensation and the public outcry ease, making everyone happy unless the victims know it was just a "take one for the team" game.

Your story reminded me of stories I heard about Las Vegas when organized crime ran Las Vegas.

Las Vegas had zero crime against visitors. when the mob controlled Las Vegas. Zero. The Mob didn't allow crime against the tourist. The Mob's reasoning was if you are stealing from the visitors, you are stealing monies that would have eventually made it to the mob.
 
As a Mexican who had his home in nuevo leon robbed by them and pulled over and wringed out of cash twice I'd happily forgive them through literal gas chamber genocide. Every single one of those animals deserve the chamber and i wont be told otherwise by some delusional sheltered uppity hippy who somehow finds any shred of compassion for them. Especially the ones that are upset about the new prison in el Salvador. True maniacs. They shot up my home town with machineguns in broad daylight and killed a relative of mine duirng the crossfire only 7 months ago for gods sake.

Friend of mine 2 years ago had almost 3k in cash stolen and got beat up to where he had to go to the hospital and get surgery on his nose and get dental implants. They already robbed him but chose to just beat that poor old man up who was just trying to continue construction on his little retirement home and was defenseless.

I think Mexico is in too deep. An article that I came across recently has shown how many resort towns were taken over by yhe cartels and how more or less were gutted because no business wanted to deal with it.
 
I read many of the large resorts in Mexico were built and utilized for money laundering.
