1996 Subaru Sambar with 30W recommendation

Lack of federal emissions certification. I have never seen one of these on a public road in California. They are present at construction sites and used as farm vehicles.
They can pass emissions easily. Japan has some of if not the strictest standards anywhere. Here in Washington there is no emissions requirement on any vehicle on the road today. No reason for emissions tests anymore given the overwhelming majority of cars on the road are emission equipped. I know of a few that are registered in California currently that aren't farm and/or off road use only vehicles.

It has nothing to do with passing the actual emissions test. It has to do with providing “evidence” that it has passed referral emissions standards and has the federal emissions label on the engine compartment. JDM vehicles were never certified for federal emissions standards.

They go above federal standards with respect to current federal emissions standards in the US. California is merely using a minuscule formality.

I'm going to switch to this given the good results of it's cleaning abilities.
