The word refrigerant or use as refrigerant is the difference. In Canada and the U.S. venting a refrigerant into the atmosphere is a no no.
But if you have a can or 134a used to dust some electronics or freeze and set pin in order to press it into something. You can vent all the r134a you want.
Canada has further restrictions. I can buy a can of duster gas containing r134a, but I can't buy a can of automotive refrigerant containing r134a. The container the r134a is in, cannot be suitable or refrigeration work. go figure.....
