When I was in the Air Force there was a story about a uniformed officer who worked in the Pentagon.

For 10 years he would go to work on monday, get a list of everyone who was out on vacation, leave his hat and keys on his desk, then go take a nap at other male officer's desks the rest of the day.

It took them years to figure out that he wasn't in meetings all day and that it ended up making those other officer's look bad, as they were sleeping at their desks.

All I know is the more Taxes they collect the more government jobs created, and the less the people who make stuff and pay taxes actually see returned. Government only grows.

happens in pvt/public companies too,
at my first job, 1 guy sat at home for 6 months while he drew salary. manager got fired though when they found out. he got fired a year later.

just showing up for work does not mean anything,

I wonder how many private and non profit organization have these kinds of jobs and dead wood as well.

Wife's boss was put in a "do not work" area because any time she touches something, she causes more damage than good. Once upon a time she was a great scientist, but the growth of the company makes everyone loss his/her motivation to work and gradually lost the skills to.
