You make some great points in your post, but I disagree with the last part. The New Orleans rioting, looting, roving gangs in the refugee stadium are all things happened with relative ease by the perpetrators. Yeah, the government shares some blame along with FEMA, but the pack mentality sure set in quickly in New Orleans.
