No it does not , however using any filter that is not a end bypass design will cause it to have startup noise. Example tried a few Purolator classics before the "tearolator" scare a few years ago and it rattled a little bit. I will use the Wix or Mopar filter to prevent this.
I have had very good luck with the Mopar filter which is also the end bypass, but I was unimpressed with the quality when I cut one open. I believe Fram uses a dome end bypass which doesn't seem to cause any issues for me (yet). I used the Mobil 1 filters for a while and experienced the same start up noise with them as well. They are quality filters no doubt.. they just don't work well with my application.

On a side note, my dad uses Mobil 1 filters on his Renix 4.0 with no start up chatter whatsoever. He ordered 1 from Oreillys (different thread pattern than the 51085, Mo-90, etc) and they gave him a case of 12.. The clerk even said it was their mistake and still gave him 12 for the price of 1. He is set for a while so there is no going back. Lol.
