I'm inclined to think the Toyota would be a better long-term proposition but I'm not sure if the price difference warrants it. A former coworker had a Ranger which he liked but he started having little issues like a water leak into the cab from the high-mount brake light that ruined the headliner. One question I have though is regarding the consideration of the longer bed for the type of work he's doing. If there's an advantage to the longer bed, that's worth something by itself.

You would have to completely mangle the gasket on the CHMSL for it to leak that bad. It is a poor design, but I've never seen them leak worse than a couple drops at the sides of the rear window. Usually wiping the foam gasket off with a vinyl/rubber cleaner is all that is needed. Most issues with Rangers can be fixed with a couple screwdrivers and a basic socket set.

As for bed length, the Tacoma has never actually had a long bed. Its longest bed option has always been 6'. By "long bed" I am guessing the OP means the normal length bed vs. the stubby crew cab bed. The Ranger did have a 7' bed option available most years for the regular cab.

#1: 2011 Reg Cab Toyota Tacoma longer bed, 4 cyl- 30k miles, $15,000.00

I put 2011 Tacoma in the Auto-trader search for entire USA. The cheapest truck was for $19K. Try it yourself if you don't believe me.

Toyota Tacoma, but get a brand new one. He will likely get easier financing, barely pay any more, and using it for business he will put a lot of miles on it.

People pay way too much for a used tacoma. He could probably get a new one every 3 years for very little upgrade cost.

The ranger is worth looking at, but such low miles could mean it sat around rotting, or got driven very short distance all the time.

MSRP on a 4 cyl with Auto is $19k. Buying used doesn't always save you money, you gotta do your homework.
