On mine, if it blinks, it means system fault. Probably can't hear a sensor. Does your state require TPMS to pass inspection? If not, just ignore the light. When you get new tires, just have the sensors pulled out and left out.
If you have a WinXP laptop, you can get off eBay a version of Techstream plus the cable to plug into the OBDII port. Then you can read the various systems on the vehicle, including TPMS. I haven't played with mine, never remember to look into the TPMS to see if saves faults, but I do recall looking in and seeing sensor #'s. With this tool you *should* be able to recode for new sensors. Failing that, I recall seeing someone did a mod, using some diodes and stuff, to make the dash light go out. It's a stupid system, the TPMS receiver just sends a pass/fail signal it seems to the ECU for it to light up the warning lamp.
