The answer is always Michelin, assuming they have the model you want in the size you need. Conti is a close second, followed by Toyo, Pirelli, and Cooper. Goodyears have always been mediocre and expensive... not a great combination.
I've had numerous different brands on dozens of vehicles over the years. As @edyvw said, tires are not where you should be looking for the lowest cost. I bought a car a few years back that had new Nankangs on it, and had not one, but two blowouts; the only blowouts I've had in almost 50 years.
Amortize the add'l cost of the Michelins over the miles you'll get out of 'em, and you'll find it's nominal.
