For me, hands down Rush. Neil Peart was a master lyricist, extremely well read and some of his lines have made me rethink or adopt a new way of looking at things. Let alone the stories that are told.

That's where my head goes. Tech and Busta also come to mind.
Probably Pink Floyd, or any blues band.
Rush, without a doubt had the best lyrics. No band has ever affected me the way Rush did. I still listen to Rush every day.
YYNOT has some really inspired lyrics too, but the band is very heavily influenced by Rush, both in lyrics and music.
Two bands, both from Poland, Riverside and Moonrise both have intelligent and relevant lyrics. Moonrise is/was a one man band with guest session musicians though. There are only two Moonrise albums, not sure we will see a third.
Early Queensryche. The Warning and Mindcrime have great lyrics. I don't like Rage For Order though. It's way too dark.
Then of course there is Iron Maiden.

I don't put as much emphasis on lyrics as I do the sound of the band. I like acoustic guitars so I would have to say America is one of my favorites. I also like one of the most under rated guitarists for relaxing, Glen Campbell. There seems to be a story behind his lyrics.
