I think that is where the clamp thing is attached and coming off.
Jb weld IS a permanent repairHow bad is the rust on the rest of the housing? Depending on how long you plan on keeping the vehicle, I'd be tempted to wire brush that area, clean it and coat it with some JB -Weld for the time being. Not being under any pressure it should take care of the leak while you decide on a permanent repair.
Since that's well above the normal fluid level, it's not going to be a significant leak. It's 20 year old truck. Live with it.
