If one is buying a used car from a private seller then how the previous owner has treated the vehicle becomes primary criterion for purchase decision.

It doesn't matter, there are more $3-4k buyers than cars for sale in that price range. A good runner even if neglected will sell quick.

For $2,000, I'd buy it and drive it for another 5-10 years.

I agree that the owner should look into a partial paint job/blend to get the exterior aesthetics up to par. It looks like the body is pretty straight, it's just the paint that's an issue. 165K miles is not so high that the car isn't worth some paint. The interior is pretty clean aside from the common cracks in the leather, which you will see on most daily driven cars that age with leather interiors.

The way the car looks on the outside is probably going to be a big deal to many buyers, even on a car this age.

I bet with some paint and a thorough detailing of the outside and engine bay, it could sell for $4500. If there are minor things going on like a leaking valve cover, think about fixing those too. Many Hondas at that age and miles have some valve cover leaks going on. A Felpro PermaDry gasket set with grommets for that car is $15 on Rock Auto and takes 30 minutes to install if that; IIRC all you need is a 10mm socket and maybe a Phillips head screwdriver. Might help out if every other Accord potential buyers are looking at has thick black grime and oil all around the valve cover and this one is totally clean.

Being a well equipped manual trans Accord of this generation, I think the car will attract a lot of interest, and doing things within reason to make it more appealing is worthwhile. It's an older car with some miles, but it's not like it's a 1992 Escort either. It should be pretty desirable to a lot of people.

The interior looks pretty good too. If the seat is that much of an issue, I see used ones on Car-Part.com going for $100-$200.
