I have cable internet, I always thought it was supposed to be plenty fast. Is it not? I just did a speed test and it shows my download speed as 13.28 Mbps, and an upload speed at 1.17 Mbps. Not sure that's fast, slow, or somewhere in between...Most likely bandwidth, and the app you are using is dropping the resolution to compensate. Pausing, then restarting is allowing the app to cache ahead.
Get better internet.

Speed and bandwidth are two separate issues.I've seen this before on all sorts of streaming methods. Even YouTube videos might start off at lower resolution then all of sudden get sharp. It certainly wasn't an available bandwidth issue since that video couldn't possibly max out my internet speed. It just starts up slow then seems to figure out what speed it's capable of meeting.
I got that a lot with the HBO Max app on my Samsung TV. It was kind of annoying too as there might be 5-10 second of low res, then it suddenly got sharp. But if I backed up it would start over against at full resolution.

Without question the issue with your picture was the slow speed.
The next "test" would have been to do a speed test standing right next to your internet equipment (router) and see what the speed was.
If still not good you would unplug the modem/router or modem and separate router if you have one, wait 60 seconds and then plug everything back in. Then wait 5 minutes and redo the speed test to see if your back to 200. If not, then it would have been time to call your internet company and tell them you have a problem, they would send signals while you were on the phone to your modem to see if they could correct anything while on the phone with you.

Oh... hmmm ... let me ask you this.I just had the fiber hooked up, and I still get the fuzzy pic when first starting a show. It eventually clears, but it did before too. Makes me think it's not the internet. I wonder if it's my streaming device? It is one of the first Apple TVs with voice control on the remote. Maybe I should try a new Fire Stick or Roku?
