What causes a fuzzy picture when streaming TV?

I have noticed that sometimes when I'm streaming TV, the screen looks fuzzy. If I close the app, and all other open apps, then go back to same show, the picture will then be clear. Is this a bandwidth issue? Is there any way to resolve it?
 
Could be anything. Something as simple as rebooting your modem/router can fix it. Choosing a different wireless connection may help.

For example we use one wireless router for our TV and another for our phones.
 
Max Headroom approves of this topic, while I am far from an IT guy I've always found disconnecting the power from the wifi router and pulling out the Roku stick from the back of my tv and then plugging them both back in always resolves all problems.
 
Most likely bandwidth, and the app you are using is dropping the resolution to compensate. Pausing, then restarting is allowing the app to cache ahead.

Get better internet.
I have cable internet, I always thought it was supposed to be plenty fast. Is it not? I just did a speed test and it shows my download speed as 13.28 Mbps, and an upload speed at 1.17 Mbps. Not sure that's fast, slow, or somewhere in between...
 
13 Mps is pretty slow.

Reboot cable modem and see it this improves.

I have T-Mobil 5G home Internet that provides between 90 and 130 Mps for $50/month, no contract or equipment charges.
 
I have cable internet, I always thought it was supposed to be plenty fast. Is it not? I just did a speed test and it shows my download speed as 13.28 Mbps, and an upload speed at 1.17 Mbps. Not sure that's fast, slow, or somewhere in between...
Errr, that’s pretty slow. My home internet (cable as well) is about 600 down, and 25 up. That is quite a bit more than needed for normal use, just providing a data point.

I'm having Metronet (fiber) installed tomorrow. Hopefully, that resolves the issue. Including all fees and taxes the monthly fee is $8 more than what I'm paying now (it's going from $53 to $61). If I don't like it, there seems to be plenty of SPs to choose from....

Way, way too slow, you have an issue for sure, I wonder what speed you are paying for.

It would be great to know what speed the new company is promising.
Anything download speed over 50 Mbps is ok/good, 100+ is great.

I've seen this before on all sorts of streaming methods. Even YouTube videos might start off at lower resolution then all of sudden get sharp. It certainly wasn't an available bandwidth issue since that video couldn't possibly max out my internet speed. It just starts up slow then seems to figure out what speed it's capable of meeting.

I got that a lot with the HBO Max app on my Samsung TV. It was kind of annoying too as there might be 5-10 second of low res, then it suddenly got sharp. But if I backed up it would start over against at full resolution.

Speed and bandwidth are two separate issues.

Ok, so, if I understand correctly you were supposed to be getting 200 Mbps and only getting 13 Mbps. I guess at this point it doesnt matter to trouble shoot it any further or I would be glad to try to help.
Without question the issue with your picture was the slow speed.

The next "test" would have been to do a speed test standing right next to your internet equipment (router) and see what the speed was.
If still not good you would unplug the modem/router or modem and separate router if you have one, wait 60 seconds and then plug everything back in. Then wait 5 minutes and redo the speed test to see if your back to 200. If not, then it would have been time to call your internet company and tell them you have a problem, they would send signals while you were on the phone to your modem to see if they could correct anything while on the phone with you.

From what I understand you are getting a new internet company today?

The 200 up and down is what I'm supposed to get from the Metronet. I don't know what speed my current service is SUPPOSED to be. I just posted the speed at which it tested...
 
I just had the fiber hooked up, and I still get the fuzzy pic when first starting a show. It eventually clears, but it did before too. Makes me think it's not the internet. I wonder if it's my streaming device? It is one of the first Apple TVs with voice control on the remote. Maybe I should try a new Fire Stick or Roku?

Oh... hmmm ... let me ask you this.

Did your new internet company supply just the modem or a modem router?
More or less does your home now have new wifi and password, did you have to set up your Apple TV again? or did they plug your old router into the new modem?
If unsure can you post a photo of your equipment?

Did you do a speed test yet?
Did you unplug your old equipment?
