I’m not sure how they calculate the “feel” because when I was outside it certainly felt like the actual temperature.
They must be using a 'wet bulb" temperature at the 20 mph wind. That's the only way their data could make sense. If the humidity is very low (near zero), then the dry bulb and web bulb temperatures will be very close to each other. Stay cool !
