water heater - 20 yrs. Replace or keep till dies?

I brought home a water heater from my brothers as he was throwing tout. I tried to flush it but could not get much water out. Took off the plastic drain valve and they are only about a 1/4" ID. The water heater had at least a foot of flacky rust. The ball valve is a good idea. I think the tank opening is usually 3/4".
 
You're right SHOZ. I'm wrong with my 1/2" ball valve comment above. They're typically 3/4". Like you say, a 3/4" ball valve will allow for massive flow compared to the typical needle/globe valves.
