Proven false. Get over it, the cars are worthless for resale (perhaps not even legal for re-sale) unless they go through a repair program to bring them into compliance. VW owes them either a recall program (though they'll likely either lose performance, or have to add DEF) or else a buy-back.
You can argue whether EPA laws are overly aggressive and that's fine... but what's patently wrong is cheating the rules and screwing consumers. BMW didn't do that, Benz didn't, Ram/Cummins, Ford, and GM/Duramax didn't and they were all still able to sell vehicles that their owners like. VW just screwed up. Royally.
