So when a gasket is placed in the valve cover it fits fine. But turn the cover upside down to put back on the engine then parts of the gasket start falling off and its next to impossible to get it to go on properly without damaging the gasket or having leaks.

Is there something made to stick it down that wont contaminate engine oil or get debris into engine?

What happens if you start a couple bolts? Some gaskets are real snug in the bolt holes for this very reason.

But applying with the brush in the can will be messy. Just dab a dollop of RTV every 3 inches in the groove, put the gasket in the groove, wait 20-30 min. for the RTV to get semi firm, then install.

I'd actually run a micro-thin layer of Ultra-Blue around the entire gasket surface & then press it into place.

Let it cure a bit & install

is there any risk of these gasket sealers dripping down onto the cams and valve causing blockages and other issues?
