I'm guessing you should charge when there is tons of solar and wind power or somesuch is their justification.
because once you bulk up with all the non-24hour a day energy production(solar I'm looking at you).. you need to store it or consume it somehow.
or reduce your baseload generation which can cause issues as its not easy to ramp that up and down.

Suck to be there. Public charging has changed rapidly over the past years, but some places still have free chargers. If you live in a big city and have to park on the street and use public chargers, EV is probably making little sense to try to save some pennies, not to mention added hassle to find the said charger. Better off with traditional hybrid in that case(not to mention the higher cost of the vehicle to begin with).

And it's still substantially cheaper to charge at home which is where approx 80 percent of EV owners charge their cars. How many people fill their ICE with wholesale gas at home?

Meh, it looks like his main concern is lots of EVs on timers starting charging and the same time and spiking up demand on the local grid. He is right, controlling or randomizing such a start would help(and in theory can be done with smartEVSEs even today). And yes, in theory once there will a lot of Solar generators/farms that are are a huge chunk of a local generation -- then it will make sense to shift loads to daytime. But we are nowhere near this.
BTW, I just visited a friend last week in San Jose and pokes around her new Bolt. Set it to charge between 8:15 pm - 4:50 pm, for that very reason. Since most will have their timers set at 8:00-5:00. (their higher rate is between 5 pm and 8 pm, she was just trying not to forget to plug in the car, didn't bother to go see all the settings car had :) )

Won't be for long when the power companies start charging surcharges for your electric vehicle. Where I live AmerenCilco is already planning this in the next few years, prices for home charging of your EV could be anywhere from $1-2 a KWh. Regular home price of electric had a surcharge added to it this summer due to estimated demand and the lack of production due to the shutdown of numerous coal plants across IL. My bill was almost $100 more than last year in July. I don't want to even imagine what it will cost a month to charge an EV at home when this is implemented, especially these new EV trucks with the huge batteries.

My friends in Belgium tell me its now 3Ka month to cool or heat their 1500SQ Ft houses.
 
the cost to run a gas station is more than just the cost of the petrol. There are other costs they have to account for.

Even Volta is phasing out free charging.

Easy enough to do with tiered rates, say 10 cent per KWh for the first 1000, 20 cents the next 1000 and so on.
Home supplied, cheap EV fuel is a short term thing, higher EV fuel costs are inevitable.
 
The issue is the study was done using public chargers. In my the US that is the worst and most expensive way (for paid) to own an EV. Most people do overnight with electric rates that drop significantly as the grid is not in heavy use.
