He had better have the permission of his command before engaging in outside employment. Depending on his billet, rating, and mission, outside employment might compromise his availability or effectiveness in his military capacity. For that reason, Navy regulations require the permission of his Commanding Officer prior to his outside employment.
He gets hurt, or isn't available because of his Uber driving, and there could be huge consequences. The Navy is looking to downsize...your friend might just be handing his command a reason to get rid of him.
End of a career. The most expensive "bit of bacon" I can imagine.
