What makes them "the best"? There are no published specifications for them, how do you know?

They are different, but that is all you can say IMHO.

Simple build quality you can see, touch and feel. Attention to detail. Do not tell me you can not see/feel cheap when it is cheaply made. Other than that I have no data to suggest they do a better job than filter y.
 
Toyota has recently gone away from this type of depth media (fiberglass resign mold) design. Their newly updated 90915-20004 filters are now made in Thailand by Denso and look very similar to their existing 90915-YZZD3 filters. Perhaps the new 90915-20004 filters are just an upgraded YZZD3 now with a thicker metal canister, better base-plate and more advanced synthetic medium. But the design is exactly the same as the YZZD3 (pleated type filtering medium), and no longer fiberglass medium (like the old made in japan 90915-20004's).
I have heard a few reports that people who were running the original made in japan fiberglass resign filter for long OC intervals (10K miles plus) were seeing some of the matted filter medium separating and protruding through molded plastic housing. There was even one guy on I8MUD board that said he actually saw some of the filter strands that had broken off the fiberglass matted medium and was floating in his engine oil after a 10K OCI cycle. Perhaps this is why Toyota has moved away from this type of fiberglass resign/depth media design and just decided to make a better synthetic version of it's existing 90915-YZZD3 filter.

The original 90915-20004 filters with the fiberglass medium were probably fine for it's time when normal OCIs were in the 3000 to 7500 mile range. But with normal OCI intervals running between 5000 to 12000 miles these days, Toyota has appropriately update it's 90915-20004 design to keep up with the times.
