Too hot for Nuclear?

We had 2 mines in town, the underground East mine has been closed - after the Pike River disaster the Government has wiped their hands of underground mines...they no longer exist. The power station was set up to use coal from the still operating open cast West Mine...there is an overland conveyer to feed the power station. We import coal from Indonesia to run the power station now. Bean Counters, they have a special way of thinking that defies logic.
 
Pretty much all thermal based power plants have this issue. The only one design I know of that doesn't have water cooling with evaporation or river / ocean flow is a cooling tower with a radiator like design, in the Gobi desert, because there's no easy access to water. They lose quite a bit of efficiency this way but since it is close to the coal source it is an ok tradeoff.
