That Milestar model is getting some pretty good comments so it would be the only one that I'd consider from your list. If you want lower end tires consider the Goodyear Viva III at $20 off over black friday.





Goodyear Viva III has very poor reviews, reviews are a lot worse then the Milestar's.

Yes, they are manufactured by Cooper in the US. Of the tires listed by the OP, they would be my choice. I have had excellent luck with Cooper tires.
 
Buy a better set of tires that are like new, used. There are great deals to be had on Facebook Marketplace and Craigslist if you're patient. I just got a full set of 4 Pirelli Ice Zero snow tires with steel rims in excellent condition for $300 with tons of tread left, for example. I regularly see Michelin Defenders, etc. for ~$200-300 in like new condition. Also just picked up a set of excellent condition Blizzaks for my girlfriend's Celica for $200. Junkyards also have good deals on tires. If I had to get new "budget" tires, I'd probably get Arizonian Silver Editions from Discount Tire. I had great luck with them on my old Integra and my good friend has them on his Accord also after I recommended them to him and says they're excellent in all 4 seasons.
