Texas bill that introduces $200 fee on EVs to fund roads just passed

I just read the full text of the bill SB505. It's very short, and has a few surprises.
  1. It does not apply to mopeds, motorcycles, autocycles or neighborhood EVs.
  2. Fee for "new EV" is $400, after that $200/year.
  3. "electric vehicle" is defined as a motor vehicle that has a gross weight of 10,000 pounds or less and uses electricity as it only source of motor power
OK what does that mean? Does a hydrogen fuel-cell vehicle fit that definition? What about vehicles over 10,000 lbs?
No, H2 doesnt fit that definition, yet.
 
Far too little, 1K for the new EV and $500 a year thereafter, bicycles that use a seperate bike lane $50 a year. Spread the going green pain around equally IMO.
I'd be happy if they would just mandate vehicle registrations for bicycles, since they share all the same rights and privileges on the road as a car in Texas. They have no problem occupying an entire lane at rush at 15 mph, why should they not be paying a tax to do so? There's some extra road revenue. Caught on the street without a license plate? $250.

if you were for fair licensing, a tractor trailer would pay 1000 dollars for its registration because it causes ten times the damage to the roads as a car does... since a bike probably causes .001 of the road wear a car does, maybe a 10 cent fee would be fair. :)

Exactly right! They take a good moving 2 lane road put a bike path on half a lane effectively turning it into a 1 lane road. No one considers the amount of extra pollution they create by causing traffic jams, the little pollution these bike riders save is a thousand times multiplied.
Add to that the maintaining and painting of these lanes are being paid for by the motorist and taxpayers. Make them pay!
 
55 mpg, 25k miles a year, 30 cents a gallon. Ignore sales tax of another ~18 cents. $136.36 a year for me, plus registration and excise taxes that are significantly more.

I'd prefer fees tied to mileage (and weight), so someone can have a second vehicle more appropriate for different uses, yet pay only for the one they're using at any given time. This would more effectively reflect the wear on roads.
 
Charging by miles driven is a noble goal but how would you implement it for EVs? Any solutions I can think of involve either a massive invasion of privacy or allow for cheating the system. The fixed fee does seem high to me as each of my vehicles only sees ~5K/year.
 
There's no way to set a fee of $X amount and make it work fairly. With the gas tax the guy driving 500 miles a month in his Corolla doesn't pay the same as the guy driving 4000 miles a month in his Corolla. So whatever they do for EVs should also adjust based on miles driven.
 
Sounds logical to me.
We've had it in Ohio for the last couple of years.
$200. on an electric, $100. on a hybrid.
Why should they get a free pass, when those of us with ICE vehicles pay?

yep... march 1, 2019, I buy a Hybrid with no front license plate bracket (prev. owned in MI, and IN) Dealer orders me the bracket and has it shipped to my house.
April/May 2019, just after I drill the holes in my bumper to mount said bracket, Ohio Passes a new Transportation bill, that starting the Following June (2020) enacts the following amongst other things:
1) Front license plate no longer required
2) extra Registration fee for Hybrid/ electric vehicles to offset lost gas tax revenue.
$100/yr for Hybrids, $200/yr for Plugin-hybrids and BEVs. ( bill in the legislature currently to lower plugins down to the $100 tier)

at the time My Brother was driving a 2014 Volt...his birthday is before the new law took effect, and since registrations are due on your birthday in OH, he went ahead and registered the Volt for 5 years. saved himself theoretically $1000... in reality $2-400, Fall '22 he traded the Volt in on a '17 Escape (EB 2.0)and transferred his reg across.
 
It’s $105 here in Missouri. I’m fine with it but would like to eliminate the personal property tax we pay. It makes sense to charge EV owners for wear and tear on the roads since they don’t pay gas tax.

The tractor trailer does pay significantly more though, because it uses considerably more fuel, which means it pays more tax.
