Penetrant and extractor sockets. Not sure that impact wrench is needed. Dremel and or hacksaw or sawzall if things get funky. I actually don’t think this looks all that bad.
Back seat is stuck and there is only access for the sending unit/fuel gauge assembly anyway. The pump assembly is inaccessible from the top. I know I can cut it to gain access, but this car might have some resale value as a 90kish miles Honda from the early 1990s.
Its not important how you get it out, even if you sawzall the bracket. Because the bracket is no good. get the tank out and weld in new brackets. No use putting new straps on some shaky bracket. Its going to come apart anyway with the impact.
If that is more than you are set up for, take it to a shop.
The home depot straps were for a temporary location while I wait for the amayama order to arrive. They are much longer so I can see if there is a more accessible alternative point.
