I would like to know if there is a separate relay for these starters or is it part of the starter unit itself. It's difficult to see before I tackle it. This is for a Volvo Drive if that makes any difference. I think the starter got soaked in the Sandy Storm when some salt water came in from the bottom. Thanks.

Its normally bolted to the starter. You certainly can feel the solenoid if its on top of the starter.
I would bring the starter to a rebuild shop, tell him what you suspect happened and go from there,
Your trim pump and trim tab pump (if so equipped) are likely to be damaged also. Since they are around the same water level.
