If I was a dictator, there would be no gas burning cars for peasants. These would be reserved only for me and my elite henchmen. To make peasants feel good about themselves I would tell them that they are stopping climate change and this is the best route to go forward as it would ensure energy for future generations. Preserving people's resources would be the buzz word. I would relentlessly repeat that message in media, so that my peasants would beg me to increase gas prices and tax for gasoline burning cars, to ensure we use even less oil. They would cheerfully pay thousands more for EV's that would limit their mobility. Each car would have a GPS tracking device so that I can tax them accordingly. If I felt that my minions still drive too much, I could easily limit electricity production, resulting in blackouts. This of course would lead to more taxes in order to expand the electric grid.

Now, that a plan worthy of a dictator

VW beetles and Hillman Hunters have been good choices.

I think a Datsun 1000 (sedan, coupe, wagon and ute) would be good solid family cars (the 5 of us moved interstate in one).

Citroen 2CV also has the runs on the board at cheap reliable transport that can serve double duty.

The elite would be driving WB Holden Statesman clones.

Edit...I'm thoroughly enjoying Tropico 4 at the moment. Being able to build cars would extend the game way beyond shooting striking dock workers.

That was probably one of the best hours of television I've ever seen.
 
A guy that I work with and his mates were so inspired and did a Vietnam tour last year.

He and his girlfriend did Japan the other week.
 
Actually, I can think of a few trucks...

Light-duty: OBS (1980-86) Ford F-150. 2WD RC/LB (or RC/utility) only, 300ci six and C6 or 4-speed.
Medium-duty: F-350, 4x4 or 2WD (2WD would use 4x4 frame & steering with front leaf-sprung beam axle), RC/LB, CC/LB, or RC-CC/utility, 300ci six and C6 or 4-speed.
Heavy-duty: F-450 DRW, 4x4 or 2WD (again, using 4x4 frame as above), RC or crewcab, utility-body only, same drivetrains.

For diesel power, perhaps the OHC 4 litre 4-cylinder used in older Isuzu cab-forward trucks, mated to a C6 or a 4-speed.

For larger stuff...Daimler recently dropped the Sterling truck line, which is based on the old Ford Louisville. They could use interior parts (dash clusters, heater controls, doorhandles, window cranks, radios) from the pickups. For power...Caterpillar left the truck engine market after 2007. Perhaps get the rights to their 6.6 litre (3116), 7.2 litre (3126/C7), and 9.8 litre (3176/C10) diesels, and maybe even the old 3208 (10.4 litre V8).

These vehicles could even bring money IN...by selling parts to Americans as replacements!

Fiat helped to build Zhiguli (Lada in the west) factory in Tolyatti.

Zhiguli was more common (produced in larger numbers), but not necessarily more popular. Moskvitch was a better car, Niva was more suited for the country roads, Zaporozhets was even easier to work on, Volga (ZIL) was more upscale, Chaika (Seagull) was a beaty.

In Soviet Union you could not just go to a car lot and buy a new car. You had to wait for many years on the waiting lists to buy one. You bought whatever car the state allocated to your organization. List were usually kept at your place of employment, so if you moved/change jobs, you had to start all over again. You paid cash for the car, no car loans of any kind. Secondary market was not very large, people tend to hold on to their cars.
 
Depends on how much fuel is availiable.

The more fuel you have the more you can do.

Thanks for the links on the Lada, perhaps the soviets did not make such a bad choice after all.
When I was in the U.k. In the early 80's the Lada was the cheapest car you could buy, they did not stand up too well, but I suspect that may have been because they 'were' cheap they were just abused, and discarded.

Thinking about this, I initially thought a basic Jeep might fit the roll as 'people's car' But a basic Jeep is SO basic, why buy tooling, just build your own!

My Gut says my P C should be rear drive ( or have 4 WD option)
I would not want to spend too much maintaining my roads, jut good enough for my military, I think rear drive, solid axel, may be easier to maintain by the prolitariate.
I might also favor a Carbureated engine, for the same reason.

The Toyota Hilux or Suzuki Carry might make a good body-on-frame base.

Fuel consumption WILL be an issue, after all, if my nation IS oil rich, why wate in on the plebs when I can sell it!

Some tiny tin can like a Geo Metro. Little tires, easy to work on, and can be picked out of the mud by passersby. It'd force people to use public transportation that was kept good enough to make it a viable alternative to owning the tin cans available.

I might go with the VW Type 1 platform but let my designers of the Glorious People's Republic of Pancakeistan design the body for more function and a styling that signifies our unique qualities.
