Saturn Vue stuck rear seat

My mother in law has a 2006 Saturn vue she uses to cart my kids around in. She put the rear seat down which now is stuck. The reason is the middle seat belt (built into seat) has locked and won't release the tension.

As far as I can tell GM unlike Honda and Subaru does not offer a lifetime seat belt warranty.

Any one experience such a thing and able to correct?

So that must be the rear seat behind the driver, correct? Our 2007 has a little button on the middle seat belt that prevents it from retracting too tight. Does yours have that? Cause with that, when I fold down the seat, it seems like there is a bit more slack. So I'm not sure how it would lock-up and prevent the seat from going back up. I would contact the Saturn Customer Assistance Center by calling 1-800-553-6000 and see what they say. Or take it to a Saturn Authorized Service Center (e.g. local Chevy/GMC/Buick dealer) and see what they say.

Looks like you have to remove the seat:
