I agree though. I was behind someone this morning that slammed on their brakes around every slight corner.
A minivan or SUV can usually take the ramp at the advisory speed in dry conditions. Heck, my objective is to double the speed in the dry, and I drive a 14 year old Mazda hatchback.
This person was in an Audi A4, so I don't think it had any problems with handling the corners either.
I think it has more to do with texting, on the phone, etc. I was once behind a car that gradually came to a stop at a green light. They were looking down the entire time, even when I honked and went around them.
